　　第一個背鍋的是一家公衆不知名的企業，美林數據。之前傳聞美林數據的程序員因為沒有健康碼進不去公司，所以無法維護系統，一度成為行業内的段子。

　　美林可不是一家野雞公司。美林2020年的營業額高達2.2億，其中來自國家電網的訂單就接近8千萬，前5大客戶還有中國航發集團及其下屬公司、兵器工業集團及其下屬公司、航空工業集團及其下屬公司。

　　因為美林做的都是牽涉國家命脈行業的大項目，甚至還有軍工項目，全年營收全靠幾個國企大客戶，其他行業客戶很少，所以公衆知曉度很低。美林不是野雞公司，而是一家有關系有門路有實力的公司。

　　因為美林總部在西安，大部分員工也在西安，估計不少員工因為這個被罵慘了。之後疑似美林副總裁劉強在朋友圈連發聲明甩鍋，說我們隻是做了算法，這不是我們的鍋。

　　美林數據在線甩鍋，鍋甩給了誰？甩給了東軟和電信。

　　相關網絡資料顯示，西安市個人電子識别碼（即西安“一碼通”）由西安市大數據資源管理局牽頭，中國電信西安分公司開發部署，于2020年2月25日在西安全市範圍内推廣使用。另據紅星新聞消息：西安市大數據資源管理局官網顯示，參與西安“一碼通”安全工作的還有啟明、安恒、思安、東軟、阿裡等多家公司。

　　中國電信陽光采購網上，中國電信西安分公司曾對外公示了一份名為“疫情聯控平台一碼通項目單一來源采購”的文件。該文件内容顯示，該公司向單一來源采購供應商西安東軟系統集成有限公司采購1套疫情聯控平台一碼通系統開發。

　　在2020年12月，中國電信西安分公司西安“一碼通”安全平台項目單一來源的采購公示，公示顯示，此次單一來源采購供應商為杭州安恒信息技術股份有限公司，原因系用戶指定。而采購的内容包含大數據智能分析平台、綜合型流量探針、數據庫審計與風險控制軟件、運維審計（堡壘機）軟件 、Web應用防火牆軟件、網頁防篡改軟件、EDR主機加固軟件。

　　從以上資料可以看出，電信應該是西安健康碼的總包供應商，東軟是核心供應商之一，杭州安恒是安全平台的核心供應商，美林也是重要參與方之一。

　　至于紅星新聞提及還參與西安一碼通的IT廠商啟明星辰、思安、阿裡在其中的角色尚不清楚。

　　以上IT廠商都是行業内響當當的公司，沒有一家是野雞公司，那麼問題出在哪裡？
